CONSTITUTION

ARTICLE
1.
NAME
The
name of this organization shall be the University of Wisconsin-Madison
Panhellenic Association.
ARTICLE
II.
OBJECT
The
object of the Panhellenic Association shall be to develop and maintain
fraternity life and interfraternity relations at a high level of
accomplishment in doing so to:
Consider the goals and ideals of member groups as
continually applicable to campus and personal life.
Promote superior scholarship as basic to intellectual
achievement.
Cooperate with member fraternities and the University
Administration in concern for and maintenance of high social and
moral standards.
Act in accordance with such rules established by
the Panhellenic Council as to not violate the sovereignty, rights
and privileges of member fraternities.
ARTICLE
III.
MEMBERSHIP
There
shall be two classes of membership: Regular and Associate.
The REGULAR membership of the University
of Wisconsin-Madison Panhellenic Association shall be composed of
all chapter members in good standing of National Panhellenic Conference
fraternities at the University of Wisconsin-Madison.
The ASSOCIATE membership of the University of Wisconsin-Madison
Panhellenic Association shall be composed of all members in good
standing of the National Panhellenic Conference colonies or pledged
Chapters. Associate members shall have no voting privileges. Associate
members shall become Regular members when they receive Chapter status
from their respective national fraternity.
ARTICLE
IV.
OFFICERS
The Executive Officers of the University of Wisconsin-Madison
Panhellenic Association shall be President, Vice President, Administrative
Coordinator, Membership Chair, Community Service Chair, Scholarship
Chair, Public Relations Chair, and Risk Management Chair.
The officers shall be members from fraternities holding
regular membership in the University of Wisconsin-Madison Panhellenic
Association. Members from fraternities holding Associate membership
shall not be eligible to hold office.
The officers shall serve for a term of one year.
The term of office begins no later than the second meeting of the
University of Wisconsin-Madison Panhellenic Council in the spring
semester.
All Executive Officers are required to attend all
meetings. Non-excused absences to be reviewed by the Greek Judicial
Board.
Any officer failing to perform her duties as outlined
shall resign and a successor be designated by election. An officer
resignation may be requested or an expulsion made by a three-fourths
(3/4) vote of the University of Wisconsin-Madison Panhellenic Council
upon recommendation of the Executive Board.
ARTICLE
V.
MEETINGS
REGULAR. The University of Wisconsin-Madison Panhellenic Association
shall hold weekly Panhellenic meetings.
SPECIAL. A special meeting of the University of Wisconsin-Madison
Panhellenic Association may be called by the President when necessary
and shall be called by her upon the written request of any Regular
or Associate member fraternity at the University of Wisconsin-Madison
.
Any Panhellenic delegate or executive officer shall
have a grievance filed against her for an absence at any mandatory
function. Absence shall be subject to review by the Greek Judicial
Board.
The delegate from each Regular and Associate member
fraternity shall be responsible for notifying her Chapter of all
regular and special meetings of the University of Wisconsin-Madison
Panhellenic Association.
ARTICLE
VI.
THE
PANHELLENIC COUNCIL
The
administrative body of the University of Wisconsin-Madison Panhellenic
Association shall be the University of Wisconsin-Madison Panhellenic
Council.
It
shall be the duty of the Panhellenic Council to administer all business
related to the overall welfare of the University of Wisconsin-Madison
Panhellenic Association and to compile rules governing the Panhellenic
Association, including Recruitmenting and pledging, which do not
violate the sovereignty and privileges of member fraternities.
MEMBERSHIP. The University of Wisconsin-Madison Panhellenic
Council shall be composed of two delegates from each National Panhellenic
Conference Fraternity Chapter at the University of Wisconsin-Madison
and from such National Panhellenic Conference Fraternity colonies
of national sororities at the University of Wisconsin-Madison as
the Council may approve for membership.
SELECTION OF THE DELEGATES AND OFFICERS. Delegates
to Panhellenic Council shall be selected by their respective fraternity
Chapters to serve for a term of one year commencing no later than
six weeks after the beginning of the spring semester.
DELEGATE VACANCIES. When a delegate vacancy occurs,
it shall be the responsibility of the fraternity concerned to select
a replacement within two weeks and to notify the Panhellenic Council
Administrative Coordinator of her name, address, and telephone number.
OFFICERS. The officers of the University of Wisconsin-Madison
Panhellenic Association shall serve as the officers of its Panhellenic
Council. These officers shall serve as the Executive Board of the
Panhellenic Council and shall have such powers and duties as are
prescribed in the Bylaws of the University of Wisconsin-Madison
Panhellenic Association.
5.
MEETINGS.
Regular Meetings of the Panhellenic Council shall
be held at a time and place to be established at the end of each
semester for the following semester.
SPECIAL MEETINGS of the Panhellenic Council may be
called by the President when necessary and shall be called by her
upon written request of any member delegate of the Panhellenic Council.
QUORUM. Two-thirds (2/3) of the member fraternities
must be present and able to vote in order to constitute a quorum
for the transaction of business.
6.
VOTING.
The voting body of the University of Wisconsin-Madison Panhellenic
Association shall be its Panhellenic Council.
The voting members of the Panhellenic Council shall be the delegates
of each fraternity holding regular membership. The vote of each
fraternity shall be cast by the delegate from that fraternity. If
a delegate or officer is absent, the fraternity shall lose its right
to vote.
Three-fourths (3/4) of the voting members of the Panhellenic Council
shall be required in matters of extension and to establish recruitment
rules and procedures in accordance with the NPC Unanimous Agreements.
A majority vote shall be required to carry all other questions.
7.
VOICE. Only Panhellenic Council delegates shall vote for their Chapter.
ARTICLE
VII.
STANDING
COMMITTEES
Such
Standing Committees and special officers as may be necessary to
carry out the work of the University of Wisconsin-Madison Panhellenic
Council shall be appointed by its Executive Board to serve during
the tenure in office of the Board which appoints them.
ARTICLE
VII.
UNANIMOUS
AGREEMENTS AND POLICIES
All members of the University of Wisconsin-Madison
Panhellenic Association shall act in accordance with fundamental
Panhellenic policies established by the National Panhellenic Conference
in the UNANIMOUS AGREEMENTS (The Panhellenic Compact, Standards
of Ethical Conduct, College Panhellenic Agreement on Questionnaires
and Constitutions, and the Jurisdiction of a College Panhellenic
Council).
All University of Wisconsin-Madison Panhellenic Association
rules and policies shall be in harmony with those currently established
by the National Panhellenic Conference so long as said policies
are not in conflict with the rules and policies of the University
of Wisconsin-Madison.
ARTICLE
IX.
VIOLATIONS
Violations of any regulations of this Constitution
or its related Bylaws, or recruitment rules, of rules concerning
matters other than recruiting, or of the National Panhellenic UNANIMOUS
AGREEMENTS (The Panhellenic Compact, Standards of Ethical Conduct,
College Panhellenic Agreements, Agreement on Questionnaires and
Constitutions, and the Jurisdiction of a College Panhellenic Council)
shall be the occasion for penalties established by the University
of Wisconsin-Madison Greek Judicial Board in conformity with those
recommended by the National Panhellenic Conference. The Panhellenic
Association at the University of Wisconsin-Madison shall recognize
any decision made by the National Fraternity.
Any dispute growing out of the violation of Panhellenic
Association rules and regulations shall be adjusted through arbitration
principles of the National Panhellenic Conference as outlined in
the NPC UNANIMOUS AGREEMENTS.
ARTICLE
X.
AMENDMENTS
The
Constitution may be amended by a two-thirds (2/3) vote of the voting
members of the University of Wisconsin-Madison Panhellenic Council,
provided notice of the proposed amendment has been given in writing
at a preceding meeting.
